Abstrak

Pemetaan  Uji  Kompetensi  Guru  (UKG)  merupakan  salah  satu  langkah  strategis  dalam  mengkaji permasalahan kompetensi guru terkait rendahnya tingkat kelulusan UKG jenjang SMPN Kota Banjarmasin. Tujuan penelitian menganalisis faktor penyebab terhadap kelemahan hasil uji kompetensi guru UKG jenjang SMPN Kota Banjarmasin. Hasil penelitian menunjukkan bahwa rendahnya hasil UKG SMPN di Kota Banjarmasin secara umum meliputi persiapan, pelaksanaan, dan hasil UKG. (1) Persiapan guru dalam mengikuti UKG kurang, karena 58,82% kurang memahami Peraturan Menteri Pendidikan dan Kebudayaan Nomor 57 tahun 2012, 70,6% kurang/ tidak mengetahui UKG sebagai syarat kenaikan pangkat, dan 95,5% kurang/tidak siap mengikuti UKG karena kendala teknologi informasi (54%), kendala waktu (28%), dan rendahnya sosialisasi (18%). (2) Pelaksanaaan UKG mengalami kendala teknis maupun kendala guru. Kendala teknis paling dominan adalah sistem online yang tidak efisien, redaksi soal tidak jelas, kurang sosialisasi, dan soal tidak sesuai kompetensi. Kendala dari guru adalah penguasaan komputer, penguasaan materi, waktunya kurang, dan kurang persiapan, redaksi soal membingungkan, dan kurang menguasai komputer (8%). Hasil UKG menunjukkan taraf kesukaran soal pedagogik pada semua matapelajaran mayoritas (72%) lebih sukar dibandingkan kompetensi profesional (28%). Secara umum guru relatif jarang mengikuti berbagai workshop/seminar, kurang terbiasa melaksanakan Penelitian Tindakan Kelas (PTK), dan kurang memahami materi, kurang persiapan/sosialisasi, waktu ujian kurang, serta redaksi soal tidak jelas. Kata Kunci: Uji Kompetensi Guru (UKG).

Abstract

The mapping of teachers’ competence test (UKG) is one of strategic way to analyze the low quality of success level of teachers’ competence test for state junior high school in Banjarmasin. The objective of this research is to analyze the causes toward the low quality of teachers’ competence test for state junior (SMPN) high school in Banjarmasin. The research result says that the main causes of the low quality of teachers’ competence test cover test preparation for teachers competence test, implementation, and the result of mapping of teachers’ competence test. For test preparation of teachers competence test, it covers the teachers’ comprehension level toward Permendikbud No. 57/2012 that is low and majority of teachers do not master it at all whether theoritically or practically. Seventy one percent (71%) of state junior high school teachers and seventy five percent (75%) of state senior high school teachers do not understand Permendikbud No. 57/2012. Majority of teachers get information from colleagues and they also get it from the mass media (45%). Meanwhile the unreadiness of teachers in facing teachers’ competence test for junior high school is 96%. The causes of unreadiness in teachers’ competence test contain three items, namely information technology (54%), timing (28%), and socialization (18%). For the technical problems, majority of the teachers have problems relating to online system, the unclear question format, the minimum socialization/ preparation. For teachers’ internal problem, they face the limited time in doing every questions, the mastery in operating computer, and the minimum preparation before taking part in test. Based on the findings, the difficulty level of pedagogical questions to all subjects is more difficult (72%) than professional questions (28%). Generally, the teachers seldom relatively take part in workshop/seminar, are not accustomed to do the Classroom Action Research (CAR), do not understand the material, are lack of preparation, lack of time in doing the test. The question format of the test is also not focused on the objective of teachers’ competence tense.
